"U.S. Customs and Border Protection Traveler Status Notification"というタイトルのメールを受信した時には
さる8月20日、ESTA の登録で使用していたメールアドレスに次のようなメールが届きました。
U.S. Customs and Border Protection (CBP) hopes you have enjoyed your stay in the United States. As a reminder, temporary visitors must comply with their terms of admission, and depart the United States on or before your admit until date. Our records show your admission will expire within the next 10 days.
You can visit https://I94.cbp.dhs.gov for additional information regarding your I-94 (Record of Admission), your admit until date, and other frequently asked questions. You will need your name, date of birth and passport number to access the information.
要は「あと10日以内に、おまえの滞在許可期限が切れるよ」という警告です。
これがまだ米国滞在中で、期間内に出国する予定だったら良かったのですが、私は既に2019年6月1日にシアトルから出国済み、という。
ESTA で I-94 が電子化されて以来、帰りの航空機の登場データで出国処理が行われるので、これまで気にしたことがなかったのですが、ちょうど8月26日に再度米国出張があることもあり、念のため、自分の I-94 の履歴を以下のサイトで確認してみました。
i94.cbp.dhs.gov
サイトにアクセスすると下記の画面が表示されますので、赤枠の「View Travel Histroy」をクリックし、氏名や生年月日、パスポート番号、パスポート発行国を入力することで、米国への出入国履歴を確認することが出来ます。
このサイトで確認したところ、記録されているべき2019年6月1日の出国記録がない状態でした。そのため、上のメールが US. CBP より送付されたようです。
では、どのようにすればこの出国記録を修正できるでしょうか。
Travel Histroy を表示したページのしたに「Contact CBP」というリンクがありますので、クリックしてください。
表示されたページで「E-mail us your question」をクリックし、問い合わせフォームに進みます。
ここでは「Topic: Traveler Compliance (I-94) > 10 Days Notification EMail」を選択し、メールアドレスと問い合わせ本文を入力します。
私はこんな感じの文章をいれてみました。
Dear CBP officer.
I got notification e-mail from CBP but I had departed from US on 1st June 2019.
I checked I-94 form on the web and I found that my departure record was missiing on the system.
Could you please let me know how can I fix the record?
Any suggestions are highly appreciated,
ある意味「Notification 受信したんだけど、既に出国済みなんです。修正方法を教えてください。」というものですね。
ちなみに、フォーム送信後、アカウントを作成することを強くお勧めします。その後の必要データの提出がずいぶん楽になりますし、やり取りの履歴確認も容易です。
画面上にある「Log In」をクリックし、表示されたページで「Forgot your username or password?」をクリックし、「Request your username」にフォーム入力時に使用したメールアドレスを入力して Email My Username をクリックしてください。
ユーザー登録のフォームに進む Account Setup のリンクが送られてきます。このフォームに必要事項を入力すると、フォームを使ったやり取りが Web 上で参照できるようになりますし、添付ファイルなどをアップロードできるようになります。
このフォームを入力したのが 8月21日午前中。幸い、その日の午後に、US. CBP から以下の返信（定型メールっぽい）が来ました。
Thank you for contacting U.S. Customs and Border Protection (CBP), Traveler Communications Center.
CBP will notify you via email if your recorded date of departure from the United States occurs after the "Admit Until Date" you were given by the CBP officer at the U.S. Port of Entry when you entered the United States. If you believe you received this email in error and you did not overstay your period of admission, please reply to this message with a summary of your previous travel to the United States. Please include your full name, date of birth, passport number, the date you were admitted into the United States, and your departure date. Also send a photo of your passport’s biographic page and one or more of the following:
• A photo of any pages of your passport that contain entry stamps from other countries that occurred after your most recent admission into the United States (please provide a clear, full-page image that includes the etched passport number);
• Travel verification letter from the Cruise line or Airline. (In English)

Arrival Date
Departure Date
Departure Port
Flight Number/Vessel number
2019年6月1日の帰国時には自動化ゲートを通過してしまったので、パスポートに入国のスタンプがありません。そのため「A photo of any pages of your passport that contain entry stamps from other countries that occurred after your most recent admission into the United States (please provide a clear, full-page image that includes the etched passport number)」は提出できません。残るは「Travel verification letter from the Cruise line or Airline. (In English)」なのですが、航空券も既に捨ててしまって手元には残っていないので、利用した ANA に連絡して「搭乗証明書」を発行してもらう必要があります。
この搭乗証明書ですが、ANA にお願いすると、基本郵送で送付、と言われますが、今回次の米国入国まで余裕がなかったこともあり、代替手段として FAX で先に送付してもらいました。
搭乗証明書を入手したら、パスポートの写真が載っているページと、搭乗証明書のスキャンしたイメージをフォーム経由でアップロードし、求められた情報とともに送付します。
これを送信したのが 8月22日。
そして8月24日、US. CBP より無事に以下のメールが届きました。
Thank you for contacting U.S. Customs and Border Protection. Your travel record has been updated to reflect your timely departure from the United States. For any further questions or concerns, please contact the Traveler Communications Center by email at https://help.cbp.gov and include incident #XXXXXX-XXXXXX.
ちゃんと出国記録が更新されたという連絡です。
念のため I-94 の Travel Histroy も確認してみましたが、ちゃんと 2019年6月1日 に出国した事になっていました。
4営業日で修正されたとはいえ、面倒な作業です。
教訓として
- パスポートの出入国のはんこは自動化ゲートを通過してももらう
- 帰国チケットのスキャンデータはしばらく保存しておく
を心がけたいと思います。
米国出張時は本土だけではなく、カナダにも行くことが多いので、出張時には MOST SIM を iPhone SE にさして使っています。
出国前に開通手続きを行って Profile をインストールしておくことで、入国してすぐにスマホを使うことが出来ます。
